Resolved Question: Why do apartments in China get old so quickly?

I took a tour of an apartment complex in Guangzhou and it was pretty old and dilapidated (it was covered with black tar and dust). When the person told me that the apartment was built in 1989 I was surprised because I thought it must've been built in the 40s or earlier. It was slated to be demolished in 2014.
